To me it looks more like a hull liner...but we digress...

Context is everything. Could you point to the video URL? I assume you are talking about the black compound... Is it over the gelcoat but before the lamination, or after the lamination?

It's after gelcoat before lamination ?

Then probably a barrier coat to reduce print through and improve osmotic blistering resistance.

If it is a barrier coat ? Do they need to do the tie layer (chop gun/ hand layup) ?
Or they can start laying up the glass (prep for infusion) ?

Barrier coat would also prevent infusion resin from attacking the gel coat.

    Could go directly to infusion.

    Might need mat layer.

    Might include mat in infusion.

    Depending on resin systems used.

It’s possible to direct infuse on barrier coat.

    skin coat is recommended though.

    best profile;
    Gelcoat
    Barrier coat
    Mod VE skin coat
    Mod VE skin coat (again)
    Infuse

Sometimes a dark gelcoat is sprayed inside of the exterior light color to prevent translucence.

Prerelease of the gelcoat is the biggest risk.

It will be difficult to attain a Class A gelcoat finish off the mold because of the exothermic temperatures of trying to apply a large quantity of material in one go.
