what is the inside scoop on big Baltimore bridge crash?

The former chief of the Port of Baltimore who oversaw the salvage of the grounded containership a couple of years ago said something that surprised me. He said that when they went to unload some of the containers from that vessel, it was the first time anyone in the US had tried to move containers from ship to ship. So they now have at their disposal the only people that had ever done that. He was generally quite upbeat about the personnel, their experience, and the adequacy of the resources available for the salvage. Of course, he is currently associated with one of them, but that's okay, listening to experts isn't a bad thing right now. There will shortly be a 1000 ton and a 500 ton sea crane added to the current pair of 300 ton cranes.
 
Auxiliary emergency deflection system might be helpful. Maybe a Rocket motor to turn the ship ever so slightly so that it can be made to deliberately and quickly run aground or at least away from a bridge piling? Might not have been as bad if the Collision had not been head on with one of the bridge pilings?
 
The auxillary generator wags the tail but you need the main generator to run the main engine which wags the dog.
 
Have little knowledge of big boats, but have been involved in accident diagnostics for small boats. Overwhelming majority are some fairly preventable human error root cause. Obviously pushed to any extreme degree every accident of a man made device has a human fault, but usually its some kind of differed maintenance or short cut to keep a schedule ends up being the main cause.

With voice data recorders, they will likely know for certain what the root issue is. Will it be made public with clean up estimated in the billions..... who knows.
 
Barriers are no match for a 95 000 tonne ship doing 8 knots.
Shallow water is the only way to stop that.
The dredging could be dumped there to make a run-up zone to ground the vessel before it hits the barrier.

The bridge was obsolete for the current marine traffic. The protection needs to be adequate to protect the structure from the impact of the largest ship predicted to cross under it. I don't think it was possible to add sufficient protection and still maintain enough horizontal clearance to allow ships through. They could have restricted traffic, but I can imagine the public outcry about job and revenue losses.

For bridges without adequate space or protection; require tugs? Just a question. We have pilot standards all over..
 
Maybe the simplest solution could be a new requirement by the Port of Baltimore to have an escort tug attached to each end of any 'large' vessel that is entering or leaving the Port - once the vessel has passed the bridge (inbound or outbound), then the escort tugs could be stood down?

Or if this proves to be too 'expensive', then have just one escort tug attached (I presume it would be more effective at the bow, rather than the stern?) in case of a machinery failure or a loss of steering?
 
In Mobile Bay there are escort tugs on ships coming into and out of the bay that never cross under a bridge . There is one bridge north of the Port of Mobile that has to be crossed under to get to the Port of Chickasaw , it has barriers protecting it . A pilot tug can stop a ship going 8 kt in the distance of it,s length . While a tug might not have stopped the ship it probably would have kept it from being in the location of the channel that it got in when it lost power . Protecting and maintaining bridges in the U.S is all about State and Federal money , fixing a known problem can be put off for years due to budgets , like no barriers for the bridge when they knew it needed them . We went in and tied piling together with a concrete collar above the water line so we could put rip rap at the bottom and not knock the bottom of the piles out of line and collapse the bridge . The piles were a little over a 100 foot below ground when driven in the 60,s , the sonar data telling us how deep the washout,s around the piles were was done well over a decade earlier (early 2000,s ) . We were to put an average of 65 foot height of rip rap around the piles to build up to a certain water depth , when we used up the last barge of rock that should have completed the job we had a sonar done , we were still low in one area . We brought in more rip rap and ended up placing 100 foot + or- around the set of piles we put the collar on , you can do the math on how much of those piles were in the ground . There are planned bridges that are 20 or more years out , even many overpasses have a time line on when to be replaced or widened , they will not fix most problems until it is a have too or like this one , an oh s..t moment .
 
I am surprised the inspection was so out of date. The federal mandate is a maximum of 5 years for underwater inspections. That can be shortened if the inspection findings require it.

Tugs could provide some extra safety. However, the extra cost and wait time may make shipping companies choose to change ports. These decisions are usually political and not engineering.
