1708 is lightly stitched with common thread (polyester I think). With the mat down, which is correct for good inter-laminate bonds, you should lightly kiss the surface with a DA or orbital sander, which will remove most of the threads and flatten the surface. It'll still have undulations, but it will be much better. If it's still got a lot of divots, a light skim coat of fairing compound, before a finishing cloth will do. Conversely you can use mat, which is wasteful of resin and heavy, but effective in a non-weight sensitive area, especially high traffic locations.
