Tell the registration people you found it in Georgia. That usually puts an end to all further questions and they just go get a pile of forms they use just for stuff from Georgia. You see, for donkey's years, Georgia only had titles for 7 years. You buy a house or a car or a boat that's more than 7 years old and there wasn't any title. Drove the rest of the country crazy for 30 years. You probably need to talk to a manager, so see which days they work before you go in, and make sure you get a classic boat application so you only have to pay for the sticker. Once the DMV understands they are going to get about $3 out of you when it's all said and done, it usually moves along pretty quickly.
Oh, keep the receipts for anything you ever bough that ends up helping you repair the boat, because this will probably end up classed as a home built, and they want receipts for that. Show the DMV the pictures of the boat all taken apart.
Also - how long is this vessel - feet an inches. In NC, vessels under 14' don't require a title. You can just run with the registration you have and be done with it.
