So I've noticed that the more expensive motors have a tube which gives them theability to use that to steer the outboard motor with a steering assembly and cable. I can't figure out how to do that with a smaller motor that's super cheap. Is there a way I can rig that up or buy a really cheap motor that has this assembly?

Motors with remote steering are usually on the bigger sizes. You can connect a cable steering system to the tiller of the smaller and cheaper motor. You will also have to rig a throttle control and shifter (if it has one).
