angle trans should be 13 or are you meaning deadrise at transom?
6mm bottom plate would be better I reckon
 
Dont need 16 degree is minimum, but a lot companys preffer 19 degree. I can send you a lot similar boats with 19 degree.

yes, you are talking deadrise at transom of 19 is ok, transom angle is the amount of degrees from verticle for outboard motor which should be 13
your boat is monohydron, which means chine runs parallel to keel
 
Best will be 14 degree if you watching vertical axis, or 76 degree if you watching hrizontal axis. But you dont will a lot miss if you use 16 degree.But yes you are right best is 14 degree.
