What is a breather on the front of a carb?

    You mean the throttle bore?

The float shuts off the flow so gravity doesn't fill the carb, so, either the float is out of adjustment or the pin that closes when the float rises is not seating properly.

what would be the correct way to adjust the float to make sure it rises enough for the pin to seat and shut off the fuel. i also noted that the gas tank needs a new seal or i need a new can. thanks so much Sir for your assistance. it is greatly appreciated.

Those gas tanks are repairable. You won't find new two line tanks afaik.

which hole is leaking fuel, throttle bore (B) or A?

Was the carb working before you rebuilt it?
    Why did you rebuild it?

So the reason i rebuilt the carb the guy we got it from the tank had water in it. he got it running but when we went out on the lake couldn't keep it running. so i decided to take it all apart and clean all the water out of it and clean the tank out and put all new gas in it. got it started had it running and shut it off and the gas started running from the front side of the carb. see the picture attached of where the gas was running from. my first thought was the float or the needle that the float closes off when it rises. but thought id ask here before dug back into the carb. thanks so much for all your assistance.
